１． 春の安全なまちづくり市民運動
Citizen’s Activity for Town Security in Spring

From April 6 to 24, an activity is held which is called “Citizen’s Activity for Town Security in Spring”. During the period, reinforced patrol, PR activity in town etc. are carried out in coordination of Toyokawa city and relevant organizations. It is important for everyone to follow traffic rules and have enhanced awareness of crime prevention. Let us try to keep traffic accidents and crimes away.

2. 市営住宅入居者募集
Application for Municipal Housing, Shiei Jutaku

Available Housing:
・CHIGIRI (2DK)= 1
・TOYOKAWA (3DK)= 1
・YAYOI (3DK)= 2
・DAINI AKEBONO (3DK)= 1
・UENO (3DK)= 1
・GOYU (3DK)= 1
・UENO (4DK)=2 (1 Welfare Quota)
※Among 3DK Housing, TOYOKAWA Jutaku is available for single person (person aged 60 years and older or person with disabilities etc.).
※For HIRAO and CHIGIRI Jutaku, application for 3DK only is accepted at any time.
Expected day of move-in:
July 1 (Tue.)
Eligible applicants:
Persons who fulfill the following conditions.
1)Persons who live or work in Toyokawa
2)Persons who live or are planning to live together with their family in Toyokawa
3)Persons who are obviously facing financial difficulties to search for a house
4)Persons who meet the income requirement
5)Persons who do not belong to any crime syndicates, so-called Boryokudan
6)For 3DK housing, the residents have to be a family of 2 persons or more (Also available for single person in some cases.)
7)For 4DK housing, the residents have to be a family of 4 persons or more
8)For Welfare Quota, aged household, household with a disabled person, single parent household, child-rearing household and so on.
Application:
From April 1 to April 14. Bring the designated application form to the Building Division directly (North Bldg. 4F). The application form is available at the Building Division (It can be downloaded from city website.).
Lottery:
April 18 (Fri.) from 10:00 am at No.34 meeting room (Main Bldg. 3F).
Others:
1 guarantor and the deposit of 3-month rent are required at the time of contract.

3． 軽自動車税（種別割）の減免申請
Application for reduction or exemption of Light Vehicle Tax (Kei car, 660CC or less, Type-based imposition)

For person who owns the following vehicles, application for reduction or exemption of Light Vehicle Tax (Type-based imposition) is accepted. Person who newly receives reduction or exemption, please come directly to Municipal Tax Division (North Bldg. 1F) by June 2 (Mon.). If you have applied by the fiscal year 2024, send back the document issued for “Kei car tax report and application form for Kei car tax reduction or exemption” (Genkyo Hokoku Sho and Genmen Shinsei Sho) which was mailed in the end of March.

■The Kei car owned by physically disabled person etc.
For person, physically, intellectually, or mentally disabled (Admitted only one car per person.). Some cases may not meet the eligibility depending on type or degree of the disability. Persons who receive reduction or exemption of automobile tax (Type-based imposition, standard-sized car) or welfare taxi subsidy (Except welfare taxi subsidy for severely disabled person) in the fiscal year 2025 are excluded.
Necessary documents:
1)Vehicle inspection certificate (Shaken Sho) etc.
2)Driver’s license
3)Physically Disabled Person’s Handbook (Shintai Shogaisha Techo), Rehabilitation Handbook (Ryoiku Techo), or Mental Disability Certificate (Seishin Shogaisha Hoken Fukushi Techo)
4)Certification of the Same Livelihood (Seikei Doitsu Shomei Sho) (In case that the household of the driver or the owner [Tax debtor] and the household of the disabled person etc. are different.)

■The car remodeled to use mainly for physically disabled person etc. Kei car which has an elevating device for wheelchair and so on

2)A photo to prove car registration number and how the car was remodeled

4． 児童手当を支払います
Child Allowance, Jido Teate, will be paid

Child Allowance, Jido Teate, will be paid to the designated bank account on April 7 (Mon.). This time, two-month payment (For February and March) will be paid by bank account transfer. The payment is NOT notified individually. Please check it with your bankbook etc.

5． 就学援助制度の援助対象者を拡充
Category is enlarged on person eligible for support for school education expenses

Toyokawa city supports households facing financial difficulties to raise Elementary School/Junior High School students with expenses of school lunch etc.

Types of Support:
Expenses for school lunch, school supplies, necessary items for commuting to school, school trip and so on
Eligibility:
Household whose income is within the standard determined by the Board of Education, and whose child/student belongs to any of the followings
1)Elementary/Junior high school in Toyokawa
2)Prefectural unified junior – senior high school (Only for junior high school section)
3)Public or private elementary/junior high school
Application:
Bring applicant’s bankbook to School Education Division (Otowa Branch Office 3F).
Others:
For person who moved in Toyokawa this year, the income certificate (Shotoku Shomei Sho) issued by the city hall of previous residence is required (Including the income certificate of all the residents who are 20 years of age or older in the same household.).

6． 自転車乗車用ヘルメットの購入費の補助
Subsidy for the purchase of bicycle helmet

To reduce the damage caused by traffic accident while riding a bicycle, expense for bicycle riding helmet is subsidized.

Eligibility:
Person living in Toyokawa
Eligible helmet:
A bicycle riding helmet that has been certified for safety such as SG mark and purchased on April 1, 2025 and after
Sum of subsidy:
1/2 of the purchase cost (up to 2,000 yen) (1 helmet per person)
Application:
Please bring directly or send by postal mail a copy of receipt with product’s name of purchased helmet and application form etc. to Human Rights and Community Safety Division (North Bldg. 2F). Application form is available at the Division (It can be downloaded from city website.).

7． 特定健診・後期高齢者医療健診受診券を送付
Medical coupons for special health examination / health examination of the Late-stage Medical Care System for the Elderly, will be delivered

Medical coupons will be delivered in the end of April for special health examination (for person aged 40 or older joining National Health Insurance) and health examination (for person joining the Late-stage Medical Care System for the Elderly) of the fiscal year 2025. The coupons are valid until February 10 (Tue.) 2026. On the day of the health examination, persons without qualification of National Health Insurance or the Late-stage Medical Care System for the Elderly, cannot have the health examination. For details such as how to take health examination, please confirm the guide enclosed with medical coupon.

9． 犬の登録と狂犬病予防集合注射を実施
Dog registration and group vaccination for rabies are implemented

A dog, aged 91 days and over, needs to be registered once in its lifetime and take rabies vaccination every year under the Japanese law. If the schedule is not convenient for you, take your dog(s) to veterinaries etc. for the vaccination.
For details such as vaccination venue, confirm city website.

Fee:
3,500 yen (Additional 3,000 yen is required for dog registration for newly registered one.)
Things to bring:
Notification postcard and pet dog booklet (which was issued to those who had done dog registration)
Others:
A pet dog booklet is issued to the person who newly registers its dog. Please prepare a memo of the owner’s name and address, species of the dog, its birthday, the color of its hair, sex and name to fill in the booklet. A dog tag and vaccination certificate tag must be attached to the dog’s collar. Please finish your dog’s excretion before you come and chain your dog when you come. A person who can control the dog is requested to come to the venue.

10． 証明書のコンビニ交付手数料
Certificate issuance fee at convenience store

From April 1 (Tue.), issuance fee at convenience store for residence certification, family register attachment (Koseki no Fuhyo), seal registration certificate, family register (Koseki Tohon, Koseki Shohon) is the same as the issuance fee at the city hall counter due to the end of the period of service charge reduction.
